Why does the police or government in Uganda act very fast to arrest certain people before even investigating them, but on occasions like after witnessing stick wielding gangsters whipping the opposition, they want to first investigate before the arrest. And can you imagine investigating the obvious? The gangsters were captured on Camera and shown live on video. Their leader has also come out openly and defended their actions on radio. In 2007, they came from inside the central police station. Do our leaders think being poverty-stricken all our sense of intelligence fled from us?
These hooligans were side by side with the police who deny their existence, but did not try to arrest them as they abused rights of opposition leaders during a peaceful demonstration. The police was there watch, and possibly with amusement, when these goons where whipping the next possible president of Uganda. Don't you wonder when people keep on reminding us that they liberated us from bad governments and ask yourself where their ears are when they are making such speeches. Ugandans deserve more and better than arrogance, impunity, self-gratification, etc among our rulers (not leaders) because we don't have any in this present government.
This event happened on heroes’ day, a national holiday in Uganda. It is celebrated every 9th of June when Uganda or the government honours its heroes. The opposition parties in their lose coalition decided to hold a demonstration against the electoral officials whom the supreme court of Uganda accused of being incompetent to handle elections, but whose contract the government renewed.
As a citizen who loves peace, the Kiboko Squad is an illegal organization, which is backed by government elements most likely in the Police because it has been famous for a number of such events...remember the black mambas at the high court?
The inspector General of Police army general Kayihura has disowned them, the government through the minister of internal affairs has promised to investigate to know who they are, meaning no one is sure of this organization. If they themselves offer to come out and possibly 'explain' who they are on Radio (Bukedde FM), who/what they represent and why they do what they do and under whose instructions, then the public is getting to know them and someone somewhere will be able to make an analysis that will bring out the truth.
Many of us are of the opinion that we have gone full circle, back to where we were in 1979. There is no difference between this, the state research bureau or the UPC Youth gangs of the 1980s as well.
The police spokesperson Judith Nabakoba says the police can’t arrest these "criminals" because no one has recorded a formal complaint against them. Ms. Nabakoba adds that they are still studying CCTV footage to tell who did what. And we all know how IT-savvy our police is! It might take them another quarter of a century to pick out these thugs, and formally charge them. Between now and then, Mr. Kiboko Squad will be clobbering more politicians and journalists, and appearing on Bukedde FM to boast about it.
Our view is that if the police can't help itself to do what it is meant to do, we should help it. If they can’t unscramble CCTV images, citizen journalist will. Almost every mobile handset these days is equipped with capacity to take pictures (still and video). The trick is to take many of these pictures whenever the Police and their Squad cousins go to work on demos in this town. Upload the pictures all over the Internet, blogs, twitter, face book etc. Take some of these pictures to the police. They can’t keep pretending! If their CCTV (paid for with your taxes) is useless, then mobile technology will fix it.
At that point we will have overwhelming evidence, possibly hundreds of formal complaints, and may be, may be, our Kiboko Squad man can then become a criminal, legally speaking, that is.
