Female inmates want sex

Luzira female prisoners welcomes the Netherlands ambassador, Joroen Verheul (left) New Vision Photo

In Uganda’s New Vision newspaper of 9 December 2009, Andante Okanya wrote that women inmates at Luzira Prison (in the outskirts of Kampala city) have asked to be granted the right to have sex with their husbands within the prison walls. This, they argued, would help in the rehabilitation of prisoners.

All my sympathies are with the inmates who are sexually starved, but what amused me most was that the inmates clamored for conjugal rights in front of the Netherlands Ambassador to Uganda, His Excellency Jeroen Verheul. The Netherlands is a very liberal country. Sex is part of this

The Netherlands is a very small, but highly organized European county. It has a very liberal attitude towards sex. The sex industry is booming, the red light district, the sex museum (you can view the following video) http://www.youtube.com/watch?v=9Ub2SRUXyu8 etc.

I just sort of wondered whether, the inmates to clamor for this were targeting the Dutch Ambassador knowing the country’s views towards sex.

Okanya adds that
when contacted to give a legal opinion, lawyer Isaac Afuna said every married prisoner has a right to have sex with their spouse.

“Currently, people have not pushed for it. But a married prisoner has a right to enjoy conjugal rights,” Afuna said.

Several countries have provisions allowing prisoners conjugal rights. These include the US, Brazil, Canada, Cuba, France, Denmark, Japan and Saudi Arabia.
